Spray heads not spraying or spraying weakly — clogged nozzle, bad pump, or pressure loss?
State rules are the floor. Figures here are TCEQ minimums under 30 TAC Chapter 285. Your county can be stricter and around here most are — check your county before you rely on a number.

Weak spray or no spray comes down to one of four things, and telling them apart is the job.
- Clogged nozzles — the easiest and most common. - A failing pump — running but not producing pressure. - A pressure loss in the line, often a cracked or broken pipe underground, which is the one people do not think of. - A control or float problem upstream, where the pump is not being told to run correctly.
There is no reliable way to diagnose this from a description. It takes someone on site checking pressure and working back through the system. If your system is under a maintenance contract, this is exactly what that contract is for.
