County Septic Permitting Offices
Texas sets the floor. Your county sets what actually applies — and no two of these are organised the same way.
Hill County moved permitting out of the Sheriff’s Office to Development Services in January 2026. Limestone runs through the county judge’s office and a separate floodplain management stop. Ellis takes applications only through an online portal. Hood doubles the fee if you build without a permit.
None of that is in the state rulebook, and it is the difference between a permit that moves and one that stalls.
